Update on the status of trimethylolpropane (TMP)
A new harmonised classification and labelling (CLH) intention for trimethylolpropane (TMP)* has been notified under the EU Classification, Labelling and Packaging (CLP) Regulation, with Norway acting as the submitting authority. TMP is a widely used as a surface coating on titanium dioxide (TiO₂). This follows the earlier withdrawal of a previous CLH intention by the Finnish authorities.
Norway has indicated its plan to propose the classification of TMP as toxic for reproduction Category 1B. TMP is currently self-classified as a Category 2 suspected human reproductive toxicant. If the proposed classification is agreed and subsequently included in Annex VI to the CLP Regulation, it would introduce a harmonised classification at EU level. This could have implications for the labelling, handling and risk management of TMP and TMP-containing products across the European Union.
At this stage, the process remains at the intention phase, with the proposal still to be formally submitted by Norway. Based on typical CLH timelines, if the dossier is submitted in December 2026, it would be expected to be published in mid-2027 with a public consultation, after which ECHA’s Committee for Risk Assessment (RAC) would be expected to adopt its opinion within 18 months or late 2028. Any final decision would then follow the EU regulatory process and, if adopted, be published in the Official Journal of the European Union which normally takes more than 1 year after the adoption of the RAC Opinion. The supplier then has 18 months to apply the obligations, which would be around 2030.
The TDMA will continue to closely monitor developments in the CLH process and keep members and downstream users informed of key milestones.
