Is titanium dioxide regulated under the Classification and Labelling Regulation (CLP)?
Titanium dioxide ( TiO₂) is not regulated under the Classification and Labelling Regulation (CLP). The attempted classification and regulation of TiO₂ by the European Commission in February 2020 as a category 2 suspected carcinogen by inhalation was not supported by reliable evidence. This decision was initially annulled by the General Court of the European Union in November 2022 and was upheld by the European Court of Justice (ECJ) on 1 August 2025, leading to the full removal of the classification from CLP Annex VI.
On 25 August 2025, the European Chemicals Agency (ECHA) removed the harmonised classification of TiO₂ from on their website. Due to administrative delay the classification is still included in Annex VI of CLP, though it has no legal standing, and is expected to be removed in the near future.
